Billie Jean Scaggs was elected into office in May of 2003 and is currently serving a two-year term as Councilmember for Precinct 3.
Councilmember Scaggs was born and raised in Marlin and graduated from Booker T. Washington High School. She furthered her education at Durham Business College. Mrs. Scaggs has resided in the same town, same neighborhood and same street for 81 years.
Billie Jean Scaggs is one of five girls and three boys of the late Abraham and Norma Anderson.
She currently serves as Vice President of the Mission, Chairman on the Culinary Committee as well as the Falconer Stamp Center Committee. Previous service includes serving on the Building Standards Board, a Chairman for the Order of the Eastern Star Youth Committee, Neighborhood Watch Committee and Concerned Citizens. She is dedicated to the improvement of South Marlin.
Mrs. Scaggs retired as Secretary for 21 years from the Texas Agricultural Extension Service of Falls County.
Mrs. Scaggs is the proud mother of 5; Brenda, Norman, Joe, Dennis and Julius, grand-mother of nine and great grand-mother of twenty.
Billie Jean Scaggs is an active member of the Marlin Missionary Baptist Church for 69 years and now serves as the Vice President of the Mission. She is the Chairman of the Church Culinary Committee and a member of the Mass & Mission Choir under the pastorale of Rev. Waylon D. Sias Jr.
Councilmember Scaggs enjoys cooking, sewing, gardening, fishing and spending time with family. She also enjoys serving God, her church family and the citizens of Marlin.
