The City of Marlin retained Quinn & Morrison LLP of Bayor University Law Department to prepare the City's redistricting plan based on the results of the 2010 Census.
The City of Marlin made its initial Section 5 submission on August 31, 2011. It provided more information as requested by the Attorney General on December 29, 2011. While the originally submitted plan was adopted by unanimous vote of the City Council, concern was expressed later by Precinct 4.
The City of Marlin made a seconded submission based on continuing discussion within the Council and the City. The newly proposed plan avoids retrogression in Precinct 4 and provides a 52% of Black VAP for Precinct 4.
On April 3rd, 2012, the City received preclearence for the Department of Justice on Ordinance 12-001.
