Marlin's City Manager - Cedric Davis Sr. is well-known across the State of Texas as a "Community Trailblazer" public servant leader figure, he has served in a public servant role for more than three decades. He is a father of five, he enjoys sports, great food, great conversations, and community involvement activities. He is a Desert Storm Veteran, Police Chief (Ret.), as a former public educator he's quick to tell you he's proud to have helped fifty-two students get into institutions of higher learning. Davis has a strong background in Executive Management, Municipal Public Administration, Public Policy, Criminal Justice and Law Enforcement. He served seven years as the CEO of FSAP, LLC of Texas and Louisiana. He historically served as the First African-American Mayor of Balch Springs, Texas, and in 2018 he was the First African-American Texas Gubernatorial Candidate to finish within the top three primary finishers of a Texas political party gubernatorial primary. He served on the 2011 North Texas Super Bowl Committee Council of Mayors and many other influential Boards and Committees. Davis helped the City of Balch Springs turn from being a very quiet and sleepy-town into a vibrant and booming-town with lots of economic development and amenities for its citizens and visitors. He helped spur economic development and growth within Balch Springs through initiating Balch Springs Annual U.S. Congresswoman eddie B. Johnson Small-Towns Economic Development Summit, the recruitment of developers, business owners, and industries. Davis historically initiated annual community programs such as the Annual Mayor's Back to School Bash, Dr. MLK Jr. and Cinco De Mayo celebrations within Balch Springs. He is proud to say he values hard work, believes in uniting communities for the common good of the whole and not just for a few. Davis states: "I find it very rewarding and honorable to serve my fellow Texans and Countrymen, and I am very excited to be in Marlin, Texas serving as its City Manager. "


Davis earned a Bachelor’s of Science Degree in Criminal Justice Administration from Sam Houston State University, he also attended Tarleton State University Graduate Program for studies in Public Administration. He is a Certified Texas Public Educator, he completed Executive Law Enforcement Management Certification through the Law Enforcement Management Institute of Texas @ Sam Houston State University. Furthermore, he is a Master Peace Officer, Police Instructor, License Private Investigator, FEMA Cert. Emergency Mngr. Davis is currently completing studies through the James Madison University ICPM program for certification as a Certified Public Manager.
